They have developed from low pincount (14-28 pins) dual-in-line (DIP) packages in the 1970s, to fine pitch PQFPs (plastic quad flat pack) and TQFPs (thin quad flat pack) in the 1980s-1990s, with leadcounts as high as 256. The aim is to calculate the statistical properties of, for example, the quantum energy levels, wavefunctions, and conductance fluctuations by averaging over different arrays; that is, by averaging over an ensemble of different realizations of the random potential. In some regimes, corresponding to energy scales that are large compared to the mean level spacing, this can be done using diagrammatic perturbation theory. In others, where the discreteness of the quantum spectrum becomes important, such an approach fails. A more powerful method, devel oped by Efetov, involves representing correlation functions in terms of a supersymmetric nonlinear sigma-model. This applies over a wider range of energy scales, covering both the perturbative and non-perturbative regimes. Many unsolved tasks for evolutionary systems (ES) are an important class of such problems. ES relate to economic systems on the whole and separate branches and businesses, scientific and art centers, ecological systems, populations, separate species of animals and plants, human organisms, different subsystems of organisms, cells of animals and plants, and soon. Available methods for modeling of complex systems have received considerable attention and led to significant results. No large-scale programs are done without methods of modeling today. Power programs, health programs, cosmos investigations, economy designs, etc. are a few examples of such programs. Nevertheless, in connection with the permanent complication of contemporary problems, existing means are in need of subsequent renovation and perfection. In the monograph, along with analysis of contemporary means, new classes of mathematical models (MM) which can be used for modeling in the most difficult cases are proposed and justified. The main peculiarities of these MM offer possibilities for the description ofES; creation and restoration processes; dynamics of elimination or reservation of obsolete technology in ES; dynamics of resources distribution for fulfillment of internal and external functions ofES; and so on. The complexity of the problems allows us to refer to the theory and applications of these MM as the mathematical theory of development. For simplicity, the title 'Model Development and Optimization' was adopted.

Numerous concrete problems (for example, assignment and distribution problems, maximum-flow problem, etc. ) are formulated as trans portation problems. Some efficient methods have been developed for solving transportation problems of various types. This monograph is devoted to transportation problems with minimax cri teria. The classical (linear) transportation problem was posed several decades ago. In this problem, supply and demand points are given, and it is required to minimize the transportation cost. This statement paved the way for numerous extensions and generalizations. In contrast to the original statement of the problem, we consider a min imax rather than a minimum criterion. In particular, a matrix with the minimal largest element is sought in the class of nonnegative matrices with given sums of row and column elements. In this case, the idea behind the minimax criterion can be interpreted as follows. Suppose that the shipment time from a supply point to a demand point is proportional to the amount to be shipped. Then, the minimax is the minimal time required to transport the total amount. It is a common situation that the decision maker does not know the tariff coefficients. In other situations, they do not have any meaning at all, and neither do nonlinear tariff objective functions. In such cases, the minimax interpretation leads to an effective solution.

The rigidity of such a model was allowed for by Gouy and Chapman inde pendently, by considering that ions in solution are subject to thermal motion so that their distribution from the metal surface turns out diffuse. Stern recognized that ions in solution do not behave as point charges as in the Gouy-Chapman treatment, and let the center of the ion charges reside at some distance from the metal surface while the distribution was still governed by the Gouy-Chapman view. Finally, in 1947, D. C. Grahame transferred the knowledge of the struc ture of electrolyte solutions into the model of a metal/solution interface, by en visaging different planes of closest approach to the electrode surface depending on whether an ion is solvated or interacts directly with the solid wall.
