Promotional report for an attempt to revive the 1880s scheme; much is made of the importance of the military uses of the tunnel to get troops quickly to France in the event of invasion by an enemy. This was a direct response to the concerns of invasion that had been one of the main objections to earlier (and indeed some later) proposals.
