S. Petrovich, a Serbian architect of British training then in the employ of the firm of Swan & Maclaren in Singapore. The building, made from reinforced concrete, is thought to have been influenced by Eliel Saarinen's Helsinki Railway Station, which was completed in 1914. An entry in the Online Architecture Index for Singapore reads: "One of the objectives of the British Administration in that time [1930s] was to erect grandiose and impressive structures to impress the natives!"
