He has a Masters in Philosophy from the University of Toronto and a Masters from Columbia University in Public Law and Government. Mr. Scanlon served as a Director of the Public Welfare Foundation for forty years and saw its assets grow from $11 million to over $600 million. He served as Chair of the Board from 1995-2007. Upon his retirement, Mr. Scanlon summarized his years at the foundation and his thoughts for the future in a memo entitled "Sweet Grapes" (see link below) "Sweet Grapes" Mr. Scanlon published a memoir of his Peace Corps experiences in Chile entitled, Waiting for the Snow. It was described as "among the finest" of books ever published about the Peace Corps in the Washington Post. The title was derived from a speech President Kennedy gave about Mr. Scanlon. " Very good. Sargent Shriver expresses his pleasure at having discussed the anti-poverty program with U.S. Congressman Seymour Halpern, "It was a real pleasure to discuss the anti-poverty program with you at the breakfast meeting last Wednesday morning arranged by Representative Sam Gibbons." He married Eunice Kennedy, thus becoming part of the Kennedy family. Serving in the Kennedy and Johnson administrations, he was the driving force behind the creation of the Peace Corps, and founded the Job Corps, Head Start and other programs as the architect of Johnson's "War on Poverty". While he found ample time for his private pursuits, including painting and collecting autographs, he took his legislative duties very seriously. Kennedy's brother-in-law (husband of Eunice Kennedy) was an attorney, politician and activist who served in both the Kennedy and Johnson administrations; he's considered the founder and served as first director of the Peace Corps (1961-66), later also directing the Office of Economic Opportunity (1964-68) and serving as U.S. Ambassador to France (1968-70).
