He has a Masters in Philosophy from the University of Toronto and a Masters from Columbia University in Public Law and Government. Mr. Scanlon served as a Director of the Public Welfare Foundation for forty years and saw its assets grow from $11 million to over $600 million. He served as Chair of the Board from 1995-2007. Upon his retirement, Mr. Scanlon summarized his years at the foundation and his thoughts for the future in a memo entitled "Sweet Grapes" (see link below) "Sweet Grapes" Mr. Scanlon published a memoir of his Peace Corps experiences in Chile entitled, Waiting for the Snow. It was described as "among the finest" of books ever published about the Peace Corps in the Washington Post. The title was derived from a speech President Kennedy gave about Mr. Scanlon. " Very good.
