A message on appropriations for the Indian Department regarding the colonization of Texas Indians upon reservations and the opening of communications with Texas tribes of Comanches and Apaches who have not yet approved treaties with the United States. Of note is Special Agent for Texas Indians Robert S. Neighbors' report in the form of a letter to the Commissioner of Indian Affairs Colonel George Manypenny. The Indian agent and Texas state legislator Robert Simpson Neighbors (1815-1859) was regarded as a determined protector of Indian interests. Neighbors was murdered after rightfully accusing the Belknap sheriff and saloon owner Patrick Murphy of stealing horses from the Indian Reservations. Murphy's brother-in-law, a man name Cornet, accused Neighbors of defaming Murphy. Neighbors was murdered by Cornet with a shotgun when he refused to recant the accusation. Cornet was later killed during his arrest after going on the run.
