This treatise formally develops and counterposes these notions by means of the construct of a trajectorial objective, which is here developed, along with its implications, as a natural advance upon the classical scalar objective. In the course of this study it becomes clear that efficiency and sustainability are by no means identical, given that efficiency, on the one hand, is the concept for avoiding wasteful behavior, and sustainability, on the other, is the concept for ensuring that certain critical aspiration levels, which usually reflect the wish for survival, are maintained. Nonetheless, contrary to what may be assumed, these two concepts do not generally yield mutually exclusive solutions; in fact, they can be combined to complement each other in the quest for unimprovable long-term solutions which sustain given and necessary aspiration levels. This treatise develops and analyzes dynamic decision models (DDM) with one trajectorial objective according to the methodology of multi criteria decision making (MCDM). Forty-one (41) papers were submitted. Each subm- ted paper received three reviews by program committee members. The program committee consisted of 40 members. In many cases, the program committee shepherded authors to signi cantly improve their initial submission prior to completing the version contained in these proceedings. This food 'oligoculture' poses some risks for the future of humankind. The risk of catastrophic food crop failure through insect pests or fungal diseases is ever greater as genetic diversity is reduced. The introduction of genetically modified cereals may exacerbate this situation, as different speeies will share the same genes conferring resistance to pests. The intensive cultivation practices needed to produce the required high yields of these highly developed cereals, the so-called Green Revolution, is leading to environmental degradation through denudation of the soil and pollution of the environment due to pestieide and fertilizer runoff. In addition, the undoubted benefits brought about for many by the Green Revolution, with its use of intensive agricultural practises, cannot be shared by all. Such cultivation practises are often inappropriate in the developing world where farmers simply do not have the income to purchase the required agricultural machinery, inorganic fertilizers and pestieides. Also, the environmental con ditions in much of the developing world, characterised by frequent droughts interspersed with short periods of very high rainfall, are espeeially dam aging to the large areas of unprotected soil which result from mechanised agriculture. Apparently, John Bell, who had been interested in the Bohr-Einstein dialogue, always took the position of Albert Einstein on philosophical issues. He also felt that a completion of quantum mechanics using so-called 'hidden variables' would be highly desired, as it would help to regain a realistic and objective picture of the world. That way, Bell hoped one would be able to arrive at a physics where 'measurement' would not play such a central role as in the Copenhagen interpretation of quantum mechanics. Then, a most interesting sequence of events set in. In 1952, David Bohm had achieved something which had earlier been proclaimed impossible. It had been proved by John von Neumann that no hidden variable theory could agree with quantum mechanics. Bohm actually formulated such a theory, where each particle at any time has both a well-defined position and a well defined momentum. The conflict raised between von Neumann and Bohm was elegantly resolved by Bell, who showed that von Neumann's proof contained a physically unjustifiable assumption. So while John Bell had flung open the door widely for hidden variable theories, he immediately dealt them a major blow. This three-day event gathered a group of leading scholars in the eld of stochastic theory and control to discuss leading-edge topics of stochastic control, which include risk sensitive control, adaptive control, mathematics of nance, estimation, identi cation, optimal control, nonlinear ltering, stochastic di erential equations, stochastic p- tial di erential equations, and stochastic theory and its applications. The workshop provided an opportunity for many stochastic control researchers to network and discuss cutting-edge technologies and applications, teaching and future directions of stochastic control. Furthermore, the workshop focused on promoting control theory, in particular stochastic control, and it promoted collaborative initiatives in stochastic theory and control and stochastic c- trol education. The lecture on ¿Adaptation of Real-Time Seizure Detection Algorithm¿ was videotaped by the PBS. With increasingly strict requirements for control speed and system performance, the unavoidable time delays in both controllers and actuators have become a serious problem. For instance, all digital controllers, analogue anti aliasing and reconstruction filters exhibit a certain time delay during operation, and the hydraulic actuators and human being interaction usually show even more significant time delays. These time delays, albeit very short in most cases, often deteriorate the control performance or even cause the instability of the system, be cause the actuators may feed energy at the moment when the system does not need it. Thus, the effect of time delays on the system performance has drawn much at tention in the design of robots, active vehicle suspensions, active tendons for tall buildings, as well as the controlled vibro-impact systems.
