This book is a collection of commentaries regarding higher education. Stephen Joel Trachtenberg (born December 14, 1937) was the15th President of George Washington University, serving from 1988 to 2007. On August 1, 2007, he retired from the presidency and became President Emeritus and University Professor of Public Service.Trachtenberg started a full scholarship program for DC public school students, increased the national profile of the university, and has fostered the observance of school traditions such as George Washington's birthday celebration. During Trachtenberg's tenure as president the university created five new schools: Public Health and Health Services, Public Policy and Public Administration, College of Professional Studies, Graduate School of Political Management, and Media and Public Affairs; initiated the University Honors Program; upgraded GW's library system, which now contains more than two million books and is a member of the prestigious Association of Research Libraries; elevated GW's NCAA Division One athletic program, including record-setting years for men's and women's basketball teams; strengthened university relations with District of Columbia civic leadership; established Northern Virginia and Mount Vernon campuses; upgraded and developed University academic, residential, and recreational facilities; and raised tuition prices.The university Board of Trustees renamed the public policy school for Trachtenberg, calling it the Trachtenberg School of Public Policy and Public Administration, similar to when the university renamed the Elliott School of International Affairs for Lloyd Elliott, the outgoing president. She attended the University of Michigan and earned master's degrees in political science and library science. She became a professional archivist and government documents librarian, retiring from a tenured professorship at the University of Northern Colorado in 1989. She published the definitive works on the vast information available in 19th and 20th Century US censuses. She also became a leading expert on Horace Greeley. She helped edit massive University of Michigan yearbooks, served on the Rhode Island board of the American Civil Liberties Union, was president of the Joint Legislative Council of Rhode Island, and was appointed by the Governor to the Rhode Island House of Representatives reapportionment commission. The intent of this volume is to call attention to and provide better access to the enormous amount of valuable research material in the U.S. Census. Since there had up to the time of this publication been no overall index except for the Dubester Catalogue to the contents of published decennial reports,these reports have gone largely unused even by many who believed there might be some useful for their needs. The development of this volume involved going through each census volume page by page and selecting the data, then fitting them into the subjects on the end pages. Next came the drafting of the table guides. Census data collection and processing procedures are complex; census data products are voluminous, varying in format and content; glossaries associated with census programs and tabulations are unique. Reference publications using census data are published by individuals or organizations offering academic, business, and practical approaches. Although there are many types of reference publications, they tend to generally fall into the following categories: catalogs, guides, and indexes. Henry J. Dubester produced a standard bibliography of historical U.S. census publications. Henry J. Dubester lived to the age of 99. Born in Berlin, Germany on November 8, 1917, he came to the U.S. in 1926. He received his Bachelors of Science from City College of New York and a Masters in Psychology from Columbia University. He served in the U.S. Army from 1942 - 1945. For much of his professional career, Henry worked at the Library of Congress, where, among other accomplishments, he prepared the standard bibliography of historical U.S. census publications (Catalog of United States Census Publications, 1790-1945) that still bears his name. He served as Deputy Chief of the Office of Science Information Services at the National Science Foundation. Upon retirement from government service, he became an Associate Professor and then Acting Dean at the University of Maryland School of Library and Information Services. He was a Life Member of the American Library Association. The U.S. Census Bureau is the leading source of statistical information about the people in the United States.
