They suggest principles that should govern U.S. policy and make recommendations for the taxation of foreign-source income, for diversifying the sources of raw materials, and for encouraging industrial competition. In addition, they conclude that, since American multinationals are a large component of U.S. engagement in the world economy, the United States must lead in work toward new international rules governing foreign direct investment.".
