Finding the multinationals do not have significant net impact of any kind on the United States, on the functioning of the international economic system, or on U.S. foreign policy, the authors reject all models that have heretofore dominated theories on multinationals. They suggest principles that should govern U.S. policy and make recommendations for the taxation of foreign-source income, for diversifying the sources of raw materials, and for encouraging industrial competition. In addition, they conclude that, since American multinationals are a large component of U.S. engagement in the world economy, the United States must lead in work toward new international rules governing foreign direct investment.".
