There were approximately 250 participant…s from the Peoples Republic of China, Taiwan, Hong Kong and the United States. This objective of this conference was to promote international collaboration for the modernization of Traditional Chinese herbal medicines (TCM) and their introduction into the global health care system. It was mainly sponsored by the Ministry of Science and Technology of the People's Republic of China and the NllI National Center for Complementary and Alternative Medicine (NCCAM). It was organized by Dr. William Tai, then director of the Institute of Global Chinese Affairs at the University of Maryland and Dr. Yuan Lin, president of Marco Polo Technologies, Bethesda, MD. This conference was conceived by Dr. Tai two years earlier recognizing that this was an appropriate time and also the unique location of the University of Maryland. Today, there is a growing recognition of the of alternative medicine in modem societies and the rapid loss of importance knowledge about traditional methods for the treatment of the multitude of human illnesses found throughout the world. TCM has been in common use in China for thousands of years; and many of its formulations are well defined.

In 1947, by an order of the Ministry of Communications, the 20th of March was designated as the Postal Commemoration Day, the first of which was observed in 1948, and the ninth is due this year. The present Chinese Postal Service owes its origin to the Tientsin Treaty signed in the 8th year of Emperor Hsien Feng (1858), under which the then Manchu government assumed the responsibility for the transit of official correspondence to and from the various foreign legations. For the implementation of this Treaty, the Yamen in charge of foreign affairs directed the In-pector-General of Customs to organize a postal service, which was then placed under his concurrent charge for thirty-eight years, before a separate Postal Administration came into being. The 60th anniversary of the Postal Service to be celebrated this year is to count from the date of jts inauguration as a separate administration, for, if counting from the very inception of the service, it almost comes to a centenary. During the past century, the world witnessed many changes and revolutions, and in our country the transitions were even more unprecedented. It may be recalled that the Chinese Postal Administration was inaugurated at a time soon after China's defeat in the war of 1894-5 with Japan, when our country was almost c.i the verge of being overwhelmed by the growing influence of foreign powers. Fortunately it was due to Dr. Sun Yat-sen, founder of the Republic of China, and his revolutionary movement that China was saved from the menace of partition. Had there not been continual turmoils - the struggles among war-lords, the foreign aggressions, and the Communist disturbances - in the following forty odd years, China could have, through years of wealth accumulation and cultural expansion, long realized her national reconstruction in accordance with the programme laid down in Dr. Sun's Three Principles of the People, and become by herself a prosperous country and a stabilizing factor among the world nations. However, for no less than 60 years, our country has been in the throes of continual internal unrest and foreign aggressions. .
