Ce protocole reconnaît que les forêts devraient être le meilleur puits de carbone pour stocker le CO2 se trouvant dans l'atmosphère. En Outre, Jana et al. (2009) ont signalé que l'augmentation de la concentration de CO2 dans l'atmosphère stimule le taux de photosynthèse des arbres et peut occasionner une augmentation des taux de croissance et de production de la biomasse.Les forêts tropicales qui couvrent environ 15 p.c de la surface terrestre et qui contiennent 50 p.c de stocks de carbone à l'échelle global subissent actuellement des fortes pressions liées aux activités anthropiques. On estime que leur déforestation et leur dégradation contribuent à hauteur de 20 p.c aux émissions des gaz à effet de serre responsable du réchauffement planétaire actuel. Ces émissions sont estimées à 1,6 GtC autour des années 1990.
