Its deeply controversial ruling stated that slaves were not, and were never intended to be, citizens of the United States. Aware of the public's interest in this case, Howard reprinted the decision in the same year as the Reports volume as an unofficial pamphlet. This copy from the library of a leading lawyer Park Henshaw (1847-1915) of Chico, Butte County, California. He has been described as "a prominent Chico attorney and civic leader," who was "active in virtually every fraternal and service organization. The Henshaw family also had considerable land holdings, including the area approximately three miles north of downtown, where Henshaw Avenue is now located" (Edward Booth et al., Chico (2005), 116).
