An important document by an African-American economist discussing efforts to end racial discrimination in the defense industry leading up to America's entry into World War II. Robert C. Weaver worked in the Roosevelt administration from 1933 to 1944 on issues of racial discrimination. In June 1940, President Roosevelt formed the National Defense Advisory Commission and Weaver served as a special administrative assistant on race relations in the labor division. He would later serve in the Kennedy Administration and become the first African-American appointed to a Presidential Cabinet post when he was appointed secretary of Housing and Urban Development by Lyndon B.
