For much of the nineteenth century, the production of military clothing and equipment was geared to national emergencies. During the Mexican and Civil wars, the hardpressed Quartermaster Department was forced to rely on civilian and, later, European suppliers. A contract system too often resulted in profiteering, inferior goods, and administrative confusion. By 1887 reforms in the system were accompanied by strict specifications for material, which were published by the War Department in 1889 and distributed to fewer than sixty officers in the Quartermaster Department. Never before reprinted, this rare book contains not only complete specifications but detailed line drawings of virtually every item of uniform and equipment issued, from mosquito bars and tent stoves to overalls for mounted men and uniform coat buttons ('the burnishing to be done in the best manner known to the trade'). This valuable reference for articles used by the army during the period of the Indian wars will be of special interest to collectors, historians, archaeologists, curators, and antique dealers. The following system of Drill Regulations and Service manual for Sanitar…y Troops, United States Army was approved and published for the information and government of the Regular Army and the Organized Militia of the United States. All sanitary exercises and maneuvers not embraced in this system were prohibited. The story of the U.S. Army Medical Service Corps is evolutionary. Precursors such as Revolutionary War apothecaries and officers of the Civil War Ambulance Corps evolved into the World War I Sanitary Corps which was established on June 30, 1917, as a temporary part of the Medical Department based on authority provided by an 18 May 1917 Act of Congress. This corps, which rapidly expanded to nearly 3,000 officers during the War, enabled the relief of physicians from a variety of administrative, technical and scientific duties. The Sanitary Corps was demobilized following the war. Camp Devens was established on September 5, 1917 as a temporary cantonment for training soldiers during World War I. It was a reception center for war selectees and became a demobilization center after the war. Upon assuming office in January 1914, Surgeon General William C. Gorgas initiated planning for what he believed would be the eventual U.S. participation in the war. His experiences in Cuba and Panama led him to support the establishment of a corps to provide the administrative and scientific specialists necessary for the military medical team. By spring 1916 Gorgas regularly testified before Congress, interspersing his testimony with excerpts from the proceedings of the French Chamber of Deputies on military medical lessons the French had learned. He noted the difficulty created by an insufficient number of military physicians and the burdening of that group with administrative responsibilities "which hamper and delay them in the performance of their regular tasks." Gorgas described steps the French had taken to remove those responsibilities from military physicians, to the extent that in the first year of the war the French medical department had nearly twenty-five hundred administrative officers and twenty-five hundred apothecaries. Establishment of such a corps in the U.S. Army had to wait until entry of the United States into the war. Then General Gorgas' ability to put together an expanded medical support team for the Army was greatly advanced by War Department General Orders No. 80, 30 June 1917, which created an important precursor of the Medical Service Corps. Called the Sanitary Corps "for want of a better name," the organization enrolled newly commissioned officers with "special skills in sanitation, sanitary engineering, in bacteriology, or other sciences related to sanitation and preventive medicine, or who possess other knowledge of special advantage to the Medical Department." The officer strength was set at a maximum of 1 per 1,000 total Army active duty strength, and the grades were initially capped at major. The order also provided for 3,905 enlisted personnel in grades from private to hospital sergeant. Just as the USAAS provided the Medical Department with nonphysician commissioned specialists for the benefit of the French and Italian armies, the Sanitary Corps did the same for the U.S. Army. This corps gave the department the capability to capitalize on new technology in a rich diversity of units with missions ranging from surgical instrument repair to cinematography. Maj. Gen. Merritte W. Ireland, Gorgas' successor as surgeon general, wrote that the corps "assisted notably" in the Medical Department's wartime performance. In fact, the principal Medical Department wartime accomplishments cited in an account authorized by Secretary of War Newton D. Baker were those made possible by Sanitary Co.

This provides a baseline for cost-estimation on war production transportation costs just prior to the U.S. entry into WWII This cancels Circular No. 5, OQMG 1929 and supplements Nos. 1 and 2 thereto. Without the assistance of the U.S. gove…rnment, railroad construction between 1860 and 1900 would have been greatly curtailed. Building a railroad was an expensive venture. Private banks, fearing the railroad companies would need a long time to pay off their debts, were reluctant to loan money to the companies. To remedy the situation, Congress provided assistance to the railroad companies in the form of land grants. The land grant railroads, receiving millions of acres of public land, sold the land to make money, built their railroads, and contributed to a more rapid settlement of the West. In the end, four out of the five transcontinental railroads were built with help from the federal government. The figures shown herein have been prepared in the General Accounting Office and checked and approved by proper officials in the railroads concerns. Very good, lightly bumped and creased to the corners, tanned to the spine, blue crayon number to the front. Map spotted, neatly folded with short closed fold tears. Chapters describe physical and human geography, political history (starting with Portuguese influence through to Arab rule, British and German interests, and native opposition), social and political conditions, and economy, with Treaty extracts in the Appendices. No authors are indicated, but it was a collective effort, with the series edited by George Walter Prothero, Director of the Historical Section, which had been established purposely by the Foreign Office. Histories were voluntarily contributed by experts, geography by Naval Intelligence Division staff, and economics by the Foreign Office War Trade Intelligence Department. The map is by the Geographical Section General Staff of the War Office: "General Map of German East Africa", GSGS No. 2814, War Office, July 1916. 80x78cm, 1/2M, bounded by Lake Victoria (N), the Swahili coast from Lamu to Pekavi with Zanzibar about midway (E), the border with Portuguese East Africa (S), and Lake Tanganyika (W).
