Subjects dealt with in the legislation include relations between a Jew and his servants, Jewish testimony against Christians in court, conversion, and forced baptism of minors. Points out that prosecution of Jews for usury practices was redirected to an intolerance of Jewish books and Judaism, characterized by the burning of the Talmud. Special clothing for Jews was initiated by Innocent III and was exploited by secular rulers who instituted the Jewish badge. This legislation must be seen against the background of popular hostility, extortion, and violence, and the expulsions of Jews from France, England, parts of Germany, and Spain. States that while canonical restrictions on Jews eased the path to expulsion, the canonists themselves never advocated expelling the Jews.
