A paper concerning the outcome of mandatory reporting of tuberculosis in South Australia, which in 1898 was the first jurisdiction in the world to make tuberculosis a disease required by law to be reported to the government. Read before the International Congress on Hygiene and Demography in Washington DC.… Dr. Smith, as early as 1910, stated that because infectious diseases are preventable, that this was sufficient cause for any legislature to require reporting and quarantining of individuals. In this paper Smith notes the practical problems which arose, from the apathy of local health boards to the lack of epidemiological data. Small 4to, 8 pp. Printed paper wrappers, staple bound. Ex Library copy with blind stamp in top corner , some of which has been chipped away. The corner is missing on all pages but does not affect the text. Provenance: with the bookplate and ownership signature of Edward Angas Johnson (1873-1951), sometime City Health Officer of Adelaide, who is mentioned in accounts of the controversial autopsies that led to William Ramsay Smith's suspension from his position as City Coroner following charges of mutilating human bodies. In addition to numerous ink annotations, Johnson has filled this volume with approximately 40 articles clipped from newspapers (some of them lengthy). Most date from the 1920s and they relate to coronial cases involving Dr Smith and to controversy surrounding coronial processes and powers in South Australia. William Ramsay Smith (1859-1937), physician, anthropologist, coroner, plagiarist and trafficker in human remains: 'In August 1903 he was suspended from his coronial duties following charges of misusing human bodies. The government set up another board of inquiry. Smith was cleared and his painstaking research commended; but, while remaining coroner and head of the health department, he had to relinquish his hospital and other duties because of possible conflict of interests. Perhaps uniquely for Australian coroners, Smith made medical statements from the bench which were pedagogical, informed, incisive and objective. He wrote "A Manual for Coroners" (1904), long regarded as a standard text' ('Australian Dictionary of Biography', giving a somewhat sanitised account of his career). Ramsay Smith's 'main interest lay in postmortem research for "medical purposes", and [he] used his positions to illicitly dissect and remove human remains. Witnesses described how Smith would practise with a .303 rifle on corpses at the mortuary of Adelaide Hospital. Outside, it was not unusual to see the head of an Aboriginal in a kerosene tin, waiting to be sent to DJ Cunningham, professor of anatomy at Edinburgh, where Smith donated the majority of remains - including organs, skin, tongues and male genitalia - over at least a 15-year period' (Claire Scobie, 'The Observer Magazine', 2009).

By late November he was threatening to bring the matter before the notice of both Houses of Parliament: 'The rules, a copy of which I received for the first time two days ago, inasmuch as they thrust upon me duties altogether beneath my status here as Assistant Physician, are a distinct violation of the contract into which I entered with the Government on November the 20th of last year. Would you therefore at once kindly give the matter your attention, since I trust you may be able in Cabinet to immediately restore me to my original position'. This brought an immediate response from the Under-Secretary: 'I am also directed to inform Dr. Morrison that he must be aware that, so long as he continues an officer of the hospital, he is not allowed to communicate direct with Ministers, and that the tone of his letter is one he will do well to avoid in future'. Ramsay Smith', and captioned in his hand 'At Port Vila - New Hebrides'. Ramsay Smith d…escribes 'picture-making' at Port Vila in detail in his 1924 book 'In Southern Seas' and this image contains all the elements referred to: one's wife 'for comparison and relief to the various objects in the picture', the harbour as background to the wooded heights, the ship in the distance . The corners of the mount are slightly rounded, and both the image and the mount are a little foxed; overall it is an attractive item with more than the usual amount of background information. William Ramsay Smith (1859-1937), physician, naturalist, anthropologist, civil servant, soldier - and controversy was often never far away (see the 'Australian Dictionary of Biography'). His entry there states that 'Believing that tribal Aborigines were dying out, he recorded their folklore in "Myths and Legends of the Australian Aborigines"' (London, 1930). Subsequent to this being published, Dr Philip Jones has also recorded in the ADB that from the early 1920s David Unaipon (1872-1967), the Aboriginal preacher, author and inventor 'studied Aboriginal mythology and compiled his versions of legends . Gathered before 1930, the legends are in his surviving manuscript in the Mitchell Library: they were commissioned and published by William Ramsay Smith, without acknowledgment'. Signed.
