Marks, einem ehemaligen Offizier des US-Außenministeriums. Die Autoren behaupten, die tatsächliche Funktionsweise der CIA und die Abkehr von ihrem ursprünglichen Ziel, Informationen über ausländische Regierungen, Unternehmen und Personen zu sammeln und zu analysieren, um politische Entscheidungsträger zu beraten, offenzulegen. Diese Abkehr sei durch die Besessenheit der CIA mit geheimen Operationen bedingt. Das Buch war das erste, gegen das die US-Bundesregierung vor Gericht ging, um eine Zensur vor der Veröffentlichung zu erwirken. Der Verlag wählte eine Veröffentlichung mit Lücken für zensierte Passagen und fettgedruckten Texten für angefochtene, später jedoch nicht zensierte Passagen. Das Buch wurde ein kritischer Bestseller und trug zur Gründung des Church Committee bei, eines Senatsausschusses zur Untersuchung der Regierungsoperationen im Hinblick auf Geheimdienstaktivitäten im Jahr 1975.
