In this essay, I will identify and map the key actors that have a crucial influence in achieving movement on the Goal. Therefore, I will start in section two with a short introduction to the goal itself and the specific characteristics that determine which actors are relevant for it. In the third section, I will build up a framework based on different literature to identify and map the most important actors for Goal 11. In the following fourth section, I will use these results to take a closer look at four key actors and their possible contributions, before I will end with a conclusion. Urbanization is one of the most important developments of human civilization in the 21st century. In the middle of the 20th century, 30 % of people lived in the urban centers of the world. Today, more than half of the world's population lives in cities, with an increase of up to 70 % expected by 2050. Cities are the main drivers of local and national economies and hubs of prosperity. More than 80 % of global economic activity is concentrated in cities. The speed and scale of urbanization, however, also pose enormous challenges. Widening income disparities, increasing ambient air pollution and aging infrastructure are only some of the signs that today's cities are struggling to keep pace with the growing number of urban dwellers and their dreams for a prosperous future.

With this study, I want to contribute to this research by focusing on one possible mechanism within the inequality-economic prosperity relationship, namely migration. Attracting and retaining highly qualified people is crucial to the development of a knowledge-based economy in which ideas and innovation drive technological and social progress. Moreover, the perception and acceptance of immigration within a society are largely shaped by the skill level of immigrants.Understanding how high-skilled people and in contrast, how low-skilled people choose their country of destination when migrating is, therefore, crucial - for sending and receiving countries alike. Migration and especially cross-border migration is a highly complex topic and the individual decision to migrate is influenced by a multitude of drivers. However, when looking at the differences between high- and low-skilled migrations, economic drivers are especially important, because more than for other drivers such as political or social drivers they affect high- and low-skilled people differently.Assuming that migration is at least partly determined by the desire to realize economic opportunities abroad and assuming that high-skilled migrants should benefit from the opportunities in less equal destination countries, while low-skilled migrants should benefit from a compressed wage distribution in more equal destination countries, a stream of literature, building on Borjas (1987), studies the relationship between inequality in sending and receiving countries and the consequences for high- and low-skilled migration.

But is it true and what does this mean The concept of falsification as a deductive method was brought up and made popular by the Austro-British philosopher Karl Popper in the 1930s. In contrast to the idea of gaining truth or principles through a lot of empiric observations (inductive method), he claimed that it is logically only possible to refute general statements by empirical observations. Consequently, Popper advocates for a method of research through trial and error. Science should use the method of falsification and for him the use of it is the demarcation criterion between science and non-science. Karl Popper's methodological writings have been a cause of debate since the 1930s.This scientific method is nowadays established particularly in natural sciences where you can tell more easily if a theory is wrong than in other disciplines. Economic research is part of the second group of disciplines, where we often find huge differences between Popper's prescriptions and the common practice and where normative statements are often part of all considerations.

This has led to the resurgence of old and the emergence of new alternative streams of thought that contrast the traditional neoclassical paradigm. However, despite the flourishing critical debate over the current form of capitalism and its underlying economic assumptions, concrete alternative economic models are hard to find.The Economy of the Common Good (ECG), born in Vienna in October of 2010 as a movement of social innovation, is an expression of such a new economic model that places people and the functioning of their relations at the heart of economic activity. Unlike most movements that advocate for a change in the economic system, the ECG does not only have a vague idea of what is going wrong in the current capitalist system but presents a detailed alternative system, that is open for debate. Moreover, besides being an interesting utopia, a still small but growing number of initiatives, individuals, firms, and (local) governments all over the world commit themselves to the ECG and adjust their economic behavior, so that the ECG has also very concrete impacts.Both, the concrete nature of the propositions as well the happening change at the ground, make the ECG open for attack and lead to the ideas being highly contested. In contrast to most critical social movements that coexist with the orthodox mainstream, the ECG has caused a lot of criticism and resistance from economists and economic interest groups. Since today, the debate is conducted in a polemic and non-scientific way and neither the ECG nor its opponents put their position in a theoretical context, although implicitly drawing on existing ideas of economic philosophy. The debate reveals the often blurred clash of paradigms and normative principles about the governance of the economy within the capitalist society. This paper seeks to exemplify and evaluate this clash with the debate on the ECG and answer the question: How are the different positions of proponents and critics of the ECG-propositions on the governance of the economy informed and driven by economic paradigms.
