Original r…oyal letters patent appointing Louis-Charles Le Vassor de La Touche (1709-1781) Commandant général des Isles du Vent, with supreme civil and military authority over the French Windward Islands during the Seven Years' War. The commission was issued following the departure of François de Beauharnais, Governor General of the French Antilles, whom Louis XV had permitted to return to France and resume naval service. Pending a permanent appointment, La Touche received full civil and military authority over the French Windward Islands, commanding the colonial administration, armed forces, naval and merchant vessels, and empowered to take all measures necessary for their defence and preservation under royal authority. Although appointed Commandant général rather than Governor and Lieutenant General, La Touche received the same honours, powers, authority, prerogatives, rights, and emoluments attached to the governorship. This distinction reflected the Crown's policy of not appointing colonial landowners as governors: La Touche possessed estates in Martinique and was therefore granted the authority of the office without its formal title. Berryer's memorandum to the King of 18 January 1760, written one week before the present commission, recommended precisely this arrangement. (Vergé-Franceschi, 1990) Louis-Charles Le Vassor de La Touche was an experienced naval officer with long service in the Caribbean. He entered the navy in 1726, became a captain in 1751, and was appointed Inspector of the Marine Troops in 1758. His familiarity with the Antilles and his connections among the principal colonial families led Berryer to regard him as well suited to restore confidence after the British capture of Guadeloupe. Although commissioned in January 1760, he did not assume command in Martinique until 7 February 1761. He subsequently strengthened the island's fortifications, reorganised the militia, and prepared its defences against the British invasion that resulted in the conquest of Martinique in 1762. The original commission retains its contemporary docket ("Lettres Patentes pour donner le Commandement general des Isles du vent au S. La Touche Le Vassor."), the ministerial countersignature of Nicolas-René Berryer (1703-1762), Secretary of State for the Marine, and the official registration entered by the Conseil Souverain de la Martinique on 7 February 1761, signed Bourdin, upon La Touche's assumption of command. Original royal letters patent appointing the highest colonial officers of the French Antilles are exceptionally uncommon in commerce. No loss of text. Ink dark and highly legible throughout. Overall in very good condition.
