Baghdad, Miss Bell said, came practically to a collapse of society, the example of European order having been temporarily swept away. Turkish occupation and a Russian approach in Kurdistan with troops out-of-hand because of the 1917 Revolution left communities stricken with poverty and disease. The problem was reconstruction. She felt it would be an `unspeakable crime' to desert people who had so loyally stood by us. But we could only help if they wanted our help. It would be worse than useless, foolish indeed, to try to force them into our pattern, and then, since ideas all over the world were changing rapidly, find ourselves asked to leave in a year or two. This idea was in accord with President Wilson's point about self-determination. It is in accord with all enlightened thinking. There were thorny problems deep and complex among the Arabs themselves. Many of the independent Bedouin or wild desert tribes wanted no central government. It would mean an end to lawless raiding. They would have to shoulder the responsibilities and expense of citizenthip. The city-dwelling Arab and the minorities could not prosper without organized law, and many of them round Basra wished for a centralized state under British rule. But the great Shiah sect with whom so far Gertrude Bell had had no contact, and the holy cities like Kerbela and Najaf, were holding out for Koranic local justice and were very hostile to the British.' His work underwent major re-evaluation in the late 20th century, and he is now seen by many as a major 19th-century poet. The book is bound in the original green cloth covered boards with gold titling on the spine. The case of the book is in very good condition with some shelf wear to the boards. The spine is faded and the spine ends are lightly bumped. The contents are tight and clean with some notes written in pencil on the rear fixed endpaper and a name has been written in ink on the front free endpaper.
