Isaac "Ike" Fulwood Jr. (April 28, 1940 - September 1, 2017) was an American police officer who served as the Chief of the Metropolitan Police Department of the District of Columbia from July 1989 until September 1992. Chief Fulwood inherited a city plagued by high crime, a record homicide rate, as well as the height of the crack epidemic. His tenure was also marked by a strained relationship with Mayor Marion Barry, as Barry was arrested on federal drug charges just five months after Fulwood's appointment as police chief. David McAlister Barry (born July 3, 1947) is an American author and columnist who wrote a nationally syndicated humor column for the Miami Herald from 1983 to 2005. He has also written numerous books of humor and parody, as well as comic novels. Barry's honors include the Pulitzer Prize for Commentary (1988) and the Walter Cronkite Award for Excellence in Journalism (2005). Barry has defined a sense of humor as "a measurement of the extent to which we realize that we are trapped in a world almost totally devoid of reason.
