Thanking him for his 'excellent book on University Reform in London': 'I read it carefully when it came out and was much impressed by your clear statement of the problem and the thoughtful discussion of possible solutions'. He will now prize his own copy, as it is 'a really important contribution to a subject which has naturally interested me for the past 18 years'. He fears Humberstone will 'not think very much of the Departmental Committee's Report', which is however 'the best we could do under the circumstances'.

Regretting, given his 'keen interest' in the affairs of the Association and of the College, that Humberstone cannot attend a meeting of the RCS Association. The influence of the Association is 'probably considerable' regarding 'the development in progress', as many members are very active in the matter.

He is enclosing a 'notice of the Joint Resolution', which 'recites facts, gives reasons, & is outspoken'. He has 'not had time to dwell much on its literary shape wh. is however not of great moment'. He has 'partly read Armstrong's book' (Edward Armstrong, fellow of Queen's College?), and is 'in sympathy' with 'a considerable part of the early addresses'. He could let Humberstone have a notice of it soon, 'but I do not think I am prepared to "demolish" it though there is much, perhaps, to criticize'. He found the 'Article on Registration' 'excellent', and did not know it was Humberstone's.

Thanking him for his 'publication on the public school system, and for the other larger work'. Letter Two: She is in 'complete sympathy' with Humberstone's resolution, and would have wanted to second it, 'but I dare not undertake to do so', due to a clash of engagements. Humberstone 'had better make sure of a more reliable seconder'.

Having read Humberstone's article on the London School of Hygiene, he is 'sending it to the printers to be set up'. He commends the article for dealing with the subject 'in an interesting and useful way'. He rejects the five plans Humberstone has sent, as they would not 'reproduce satisfactorily', and a photograph which is 'too large to go across a page', and would like 'a photograph of the elevation of the School' and 'either a photograph or an electro of the design of the Seal'.

See his entry in the Oxford DNB. The recipient, the educationist Thomas Lloyd Humberstone (1876-1957), was a prominent member of the Convocation of the University of London. Both items in fair condition, on lightly aged paper, the second with slight loss along one edge due to removal from mount. Both signed 'Simon'. ONE: 17 January 1948. 1p, 12mo. Folded once. 'I do not for a moment believe that the adverse vote carried at a depleted meeting of the General Committee represents the broad view of the Club [clearly the National Liberal Club] as a whole, but I have to take things as I find them. So, unless the Club, as a whole, cancels the verdict, I have no desire to be a marked man in that company. I am urging all other Liberal-Nationals (who have not been selected for attack) to remain.' TWO: 8 November 1948. 1p, 4to. Folded twice. He is sorry that Humberstone is 'laid up' and will read his 'brochure' with interest. He does not consider that there is 'anything of a legal or constitutional force' (with the words 'of' to 'force' in autograph) in Humberstone's point 'that the old Universities at one time were granted Parliamentary representation by prerogative action'. He discusses the present operation of the prerogative, with reference to 'my argument in Attorney-General v. De Keyser Hotel, where we proved that the Crown could not exercise its power to requisition land, even for war purposes, without paying for it as statute law provides'. He concludes the paragraph: 'Whether right or wrong, the question now turns solely on what the Statute Book contains.'.
