This text portrays the functioning of local government in a single county during the "Eleven Years Tyranny" of Charles I. The authors skillful analysis of local institutions in Somerset illustrates the crown's demand for strict and efficient county administration reveals its sincere desire for the welfare of the subject. Barnes has taken a short span of time, and concentrated on the 'local governors', the 108 men who served as J.P.s, sheriffs, and deputy lieutenants in Somerset during the sixteen years before the Long Parliament. The county government examines these men in their capacities as magistrates, militia commanders, tax and loan gatherers, royal missioners and political leaders. The general thesis is that all Charles I's projects for imposing his will at the county level failed, except the Book of Orders for the enforcement of the poor law. The magnitude of the crown's demands, the means by which they were enforced upon the local governors, and the extent of the county's resistance to them are revealed. In addition, there was a struggle among the officials for local political supremacy which was disruptive of both county government and the royal program.
