"Under his direction the North American Department was run with a new sense of purpose. In 1835 he was appointed secretary of the commission headed by Lord Gosford that was to inquire into the political impasse in Lower Canada, and he went with it to Quebec. In effect, he became a fourth commissioner. His letters to Henry Taylor, another senior clerk in the Colonial Office, were circulated to the cabinet and on his return he published [this] pamphlet defending the government's policy in British North America." (DCB VIII p. xxxii). Elliot is mainly concerned with the period from 1828 to 1837. Appended is the text of Enclosure No. 2 in Lord Aberdeen's dispatch to Lord Amherst, dated April 2, 1835, "shewing in what manner the Recommendations of the Canada Committee of 1828 have been carried into execution by His Majesty's Government".
