Thomas Jonathan Wooler began publishing the radical newspaper "The Black Dwarf" in January, 1817, as a…n unstamped journal criticizing the Gagging Acts passed by the British government earlier that month. Within three months of publication Wooler was arrested and tried for seditious libel against Lord Liverpool's government. However, Wooler managed to convince the jury that because he had only printed the defamatory piece but had not written it, he was not guilty.
