The present work grew out of my several years of professional and academic learning of the application of time series econometrics in different fields and I have attempted that direction to write this book. For the last three decades so far my knowledge goes, most of the academic research works are mainl…y concerned with the applications of time series econometrics on the relationship between the two or more macroeconomic variables in different countries on the different time horizon. Different studies have focused on the relationship between macroeconomic variables estimated with the historical dataset, and all these studies have not taken into account the effects of structural changes on the estimated causal relationships which might occur over the historical dataset. Since every economy passes through several structural changes over a period of time, and this may happen due to policy changes, institutional changes, external shocks, changes in social attitudes, and motivations. If the structural changes are not taken into account, the whole analysis and conclusions undertaken in the study may be misleading. I have made an attempt to discuss the effects of structural changes on the estimated causal relationship between the two fiscal variables with case studies and providing more conclusive findings and recommendations to the fiscal authorities in order to curb the budget deficits. This book deals with this issue that can fill an existing and important void.

The influence of primary school…on the adoption of modern practices was greater than that of other factors such as home environment urbanization etc. With the populations growing faster than primary school enrolment many countries will have to make a vigorous efforts to reduce illiteracy over the next ten or fifteen years. To overcome the short comings the first priority of primary education should be to increase children's learning in school so that most of students master the curriculum and complete the primary cycle. Since achieving well defined standards of learning by children in schools is a powerful indicator of success of the system that works the National Policy of Education (N.P.E.) 1986 emphasized the need for laying down minimum levels of learning for each stage of school education as a prerequisite for setting performance goals. The basic considerations according to Dave (1991) that should be kept in view in this context is the cognitive abilities of the children at different classes or grades corresponding to different stages of development. Virtually all mass education systems have been established with the aim of producing minimal levels of competence in the general population. Primary education usually takes the charge of developing such skills among the population of the country. The book has its main features in the competency based primary education and its conceptualization. The book describes in details the essential cognitive abilities and their impact on the academic achievement of primary school children in specific subjects of curriculum such as mathematics and language. Empirical evidences have been organized coherently and discussions made with due care and importance. The practices and actions required for achieving universal elementary education have been logistically presented. The chapters of this book are particularly focused on judging the state's capacity amid the neo-liberal ascendancy that has been triggered by the opening up of both the domestic and external economy, significantly initiated since 1991 and popularly known as the economic reforms in India.Examined here is the potency of the public policies of the country in fulfilling the sustainable development agendas, the specificity of which places the state at the heart of its execution, unlike many other versions of development that would be executed in parallel with or without states' action. This work book has three principal foci facets within the broad swath of discussions covered by different chapters: (1) It critically examines how successful remains the public policies in mobilizing the population is mobilized to the next orbit of income, employment, education, and health consequent to amid the existing considerable magnitude of social and economic inequalities while achieving 'equity' has always been the declared agenda in the post-reform public policy frameworks; (2) It traces the rationality of the transformation of the public policies and welfare strategies duringthe post-reform period in terms of motives, goals, and coverage to achieve the SDGs; and, (3) It reviews specific post-reform policies in terms of their potency to stimulate the system in addressing sustainable development. and upholding the state's dominant and structuring intervention to resolve the existing inequalities and ensure that society develops amidst a harmonious world reconciled with nature.
