Signed by all nine justices, including Chief Justice Warren E. Burger, and Associate Justices William J. Brennan Jr., Potter Stewart, Byron R. White, Thurgood Marshall, Harry A. Blackmun, Lewis F. Powell Jr., William H. Rehnquist, and John Paul Stevens. The group includes two Chief Justices, Burger and Rehnquist, as well as Thurgood Marshall, the first African American to serve on the Supreme Court. Stevens took his seat on December 19, 1975, succeeding William O. Douglas, beginning this era of the Burger Court. It ended with the retirement of Stewart on July 3, 1981.
