Her research interests include the evolution and dynamics of Saturn's rings. Spilker got a B.A. in Physics from the California State University, Fullerton, in 1977 and an M.S. in Physics from the California State University, Los Angeles in 1983. She obtained a Ph.D. in Geophysics and Space Physics from the University of California, Los Angeles, in 1992. She joined the Jet Propulsion Laboratory in 1977, initially working on the Voyager missions that were launched the same year. She became a Cassini mission scientist in 1990. In 1997, she was the editor of a NASA publication that summarizes the mission's legacy. Since 2010, she has been the Cassini mission project scientist, a role in which she directs the entire team's scientific investigations. The Cassini-Huygens international mission and the Cassini spacecraft are described. Saturn, Titan, the rings and the various other parts of the Saturn system are discussed. A look at what is involved in sending a large spacecraft to the outer solar system is given. The Cassini-Huygens mission to Saturn and Titan is designed to carry out in-depth exploration of the Saturn system. A payload of science instruments will make in situ measurements or observe their targets under favorable geometric and temporal circumstance. For example, an instrument might make observations over a range of various angles of illumination and emission, or study events such as occultations or eclipses. Cassini-Huygens' interplanetary journey starts in October 1997, with the launch from Cape Canaveral in Florida. Upon arrival at Saturn, Cassini- Huygens will go into orbit about the planet. The spacecraft consists of two parts â" the Cassini Orbiter and a smaller spacecraft, the Huygens Probe, which is targeted for Titan, Saturn's largest moon. Huygens will arrive at Titan in November 2004.

Bradford Parkinson (February 16, 1935) is an American engineer and inventor, and United States Air Force colonel best known as the father of the Global Positioning System (along with Roger L. Easton and Ivan A. Getting). He attended the United States Naval Academy, graduating in 1957, but decided to join the Air Force because of its superior educational opportunities. Parkinson then attended the Massachusetts Institute of Technology for his M.S. in Aeronautics, graduating in 1961. After several years in the Air Force, he entered a Ph.D. program at Stanford University, graduating in 1966. In 1973 he became manager of the NAVSTAR GPS development program, where he remained until 1978 when he retired from the Air Force. In 1984, Parkinson became a professor at Stanford University, where today he is a professor emeritus. In 2003 he shared the Draper Prize with Ivan A. Getting for his contributions to the invention of the Global Positioning System. In 2004 he was inducted into the National Inventors Hall of Fame. In 2016 he received the Marconi Prize. The Global Positioning System (GPS), originally Navstar GPS, is a space-based radionavigation system owned by the United States government and operated by the United States Air Force. It is a global navigation satellite system that provides geolocation and time information to a GPS receiver anywhere on or near the Earth where there is an unobstructed line of sight to four or more GPS satellites. The GPS does not require the user to transmit any data, and it operates independently of any telephonic or internet reception, though these technologies can enhance the usefulness of the GPS positioning information. The GPS provides critical positioning capabilities to military, civil, and commercial users around the world. The United States government created the system, maintains it, and makes it freely accessible to anyone with a GPS receiver. The GPS project was launched by the U.S. Department of Defense in 1973 for use by the United States military and became fully operational in 1995. It was allowed for civilian use in the 1980s. Advances in technology and new demands on the existing system have now led to efforts to modernize the GPS and implement the next generation of GPS Block IIIA satellites and Next Generation Operational Control System (OCX). Announcements from Vice President Al Gore and the White House in 1998 initiated these changes. In 2000, the U.S. Congress authorized the modernization effort, GPS III. In addition to GPS, other systems are in use or under development, mainly because the US government can selectively deny access to the system, as happened to the Indian military in 1999 during the Kargil War, or degrade the service at any time.[5] The Russian Global Navigation Satellite System (GLONASS) was developed contemporaneously with GPS, but suffered from incomplete coverage of the globe until the mid-2000s. GLONASS can be added to GPS devices, making more satellites available and enabling positions to be fixed more quickly and accurately, to within two meters. There are also the European Union Galileo positioning system, China's BeiDou Navigation Satellite System, India's NAVIC and Japan's Quasi-Zenith Satellite System.
