We are not referring merely to the break-in at the headquarters of the Democratic National Committee. We are referring to what was clearly a systematic, determined effort, involving some of the most powerful people in this country, to undermine the two-party system and thereby to damage critically the rights of the people. That this effort did not succeed is a tribute more to the incompetence of the Watergate burglars than to the vigilance of our political leadership. The nation is indebted to the bungling of the burglars-as it is to the quick thinking of Frank Wills, the young Watergate security guard-but these are not sufficiently strong foundations on which to rest our democratic institutions, We must not only punish those who are proven guilty, we must once and for all drastically curtail the power of money in politics. On August 29, 1972, the President said of Watergate: *This kind of activity, as I have often indicated, has no place whatever in our political process. We want the air cleared. We want it cleared as soon as possible.* So do we. That's the reason for this report. We do not want to wallow in the dirty past. We want to make a cleaner future.
