La escuela extraordinaria examina los fundamentos de las controversias actuales y afirma que seguir pensando en términos de "escuela ordinaria" y "escuela especial" obstaculiza el progreso hacia la educación inclusiva. Roger SLEE sostiene que tenemos que lograr una mejor comprensión de la exclusión, de los fundamentos de la división entre la educación ordinaria y la especial, y de la reforma escolar como precondición para una escolarización más inclusiva en el futuro. La escolarización debe ser un aprendizaje en democracia y la inclusión es un prerrequisito de una educación democrática. La escuela extraordinaria se basa en investigaciones, en numerosas innovaciones prácticas, en el análisis de las políticas educativas de diferentes países y en la bibliografía más actual para comprender de una manera más global los procesos de exclusión y, en consecuencia, apostar por una concepción más innovadora y decidida de la educación inclusiva y por un compromiso con una auténtica reforma escolar que deje de lado las antiguas divisiones entre escuelas ordinarias y escuelas especiales. Esta nueva filosofía educativa requerirá cambios decisivos en la profesión docente, en los modelos de enseñanza y aprendiz.
