Soft cover. Zustand: Very Good. 1st Edition. POPHAM, Sir Home Riggs (1762-1820). Autograph letter signed, ordering a medical survey of sick men aboard HMS Hussar. Calcutta, 12 November 1813. Single sheet, written on one side in ink and signed Sir Home Popham at the foot. Addressed beneath to Mr Graham, Surgeon HMS Stirling Castle. Old manuscript number "62" in pencil to the upper right corner. Light age toning and a few minor handling marks with old folds. Small piece of tape to the verso, otherwise very good.  Written from Calcutta on 12 November 1813 while Popham was commanding HMS Stirling Castle. He instructs the ship's surgeon, James Graham, to examine sick sailors aboard HMS Hussar at the request of her captain, George Elliot: "Capt Elliot wishes me to order a Survey on some Men belonging to the Hussar, pray therefore call onboard the Hussar, examine them, leave a Note of your opinion." Medical surveys of this kind could determine whether sailors were fit to remain in service or should be invalided.  Sir Home Riggs Popham was one of the more colourful Royal Navy officers of the Revolutionary and Napoleonic Wars, remembered particularly for his work on naval signalling and for his involvement in the 1806 Buenos Aires expedition. In 1813 he was appointed to command HMS Stirling Castle and carried Francis Rawdon-Hastings, Earl of Moira, to India to take up office as Governor-General. The recipient, James Graham, was surgeon of HMS Stirling Castle and had previously served under Popham aboard HMS Venerable. Captain George Elliot (1784-1863), commander of HMS Hussar, was an experienced naval officer who had served at Cape St Vincent and the Nile and later became an admiral and senior Admiralty official. British statesman (1792-1861), Home Secretary under Sir Robert Peel. Three pages, octavo. Good, though on lightly-creased, discoloured paper. An interesting sidelight into the relations between two important nineteenth-century politicians. Says he can never forget Derby's 'constant kindness': 'nothing has occurred to alter or to diminish the Sincere Respect with which I regard both your Public & private Character.' 'Circumstances which it was impossible to control have divided us in Politics: but I care little for these divisions, when the grounds of difference are honorable; and your whole life is the pledge of the purity and sincerity of your Motives.' Regrets that he does not 'Contemplate the appointment of any new Commissioners'. 'Commissioners can, for the present at least inspect the Mines & Collieries without any additional assistance'. He will however make a note of 'Major Spillers name and of your nomination of his merits'. Ends with reference to his eldest son ('at Vienna, but I hope to meet him on the moors on the 12th of August'), and of Derby's 'marked kindness towards him'. …

Not only an interesting item of sigillography, but also a nice item relating to Victorian philanthropy. Eight red wax seals and two black, of varying sizes. Laid down in three rows on reverse of 15 x 11 cm card, tastefully printed in blue, red and gold, with facsimile of the signature of the Secretary, S. J. Aldrich. Originally ten seals were present, those that remain in good condition, most with good impressions of crests. The case was fully reported in The Times, with the issue for 14 April 1842 reporting the pronouncing of the sentence of death on 'Robert Sandys, a stout built Irishman, having a pale and haggard appearance, who was found guilty at the last assizes for this county [Chester] of the diabolical murder of his children by poison, in order to obtain a few pounds from a burial society of which he was a member'. 4pp., 12mo. Bifolium. In good condition, on lightly-aged paper. Headed 'Private' by Graham. Writing to someone closely connected with the trial, Graham begins: 'My dear Sir | I have sincere pleasure in informing you, that after the most anxious and mature deliberation I have made up my mind to advise the Crown to remit the Sentence of Death passed on Robert Sandys, and to commute it to Transportation for Life.' He explains that he has had 'great difficulty in arriving at this conclusion'. While he believes that 'the Verdict is consistent with the Truth, and that the Prisoner is guilty of a wilful and cruel murder, yet the Evidence given on the Trial was not conclusive in your judgment, and does not appear satisfactory to me'. He hopes that he has 'discharged my duty in leaning to the side of mercy in a Case so doubtful and so long suspended as this'. He concludes in thanking him for his 'great assistance', 'the promptness with which you communicated your own impressions' and 'the clearness with which you stated to me the result of the Evidence'.…

First published in 1826, this analysis of Great Britain's corn trade gives a detailed overview of corn imports and exports beginning in 1660. The corn laws, a protective tariff established to keep domestic corn prices high, were the cause of increasing protest and unrest as they became more rigorous in the nineteenth century.
