unbound. 1 page, 1.75 x 7.75 inches, no place, no date, circa 1862. Strip of lined paper cut from larger sheet -- an endorsement to the Governor of Maryland for the (unnamed) bearer. Probably signed during Stonewall Jackson's assault of 1862 during which Cooper briefly commanded Sigel's division. Several folds; very good condition.
