Frank Ives Scudamore, 1823-1884, is primarily remembered as a postal reformer, introducing female staff to the postal service. He beat Anthony Trollope to the post of Under-Secretary of the Post Office in the mid-1860s, and losing out to the younger Scudamore provoked the great novelist to resign. There is a rather barbed reference to his role in the state's acquisition of the telegraph system in Trollope's The Way We Live Now: 'It may be well doubted whether upon the whole the telegraph has not added more to the annoyances than to the comforts of life, and whether the gentlemen who spent all the public money without authority ought not to have been punished with special severity in that they had injured humanity, rather than pardoned because of the good they had produced. Who is benefited by telegrams? The newspapers are robbed of all their old interest, and the very soul of intrigue is destroyed. Poor Marie, when she heard her fate, would certainly have gladly hanged Mr. Scudamore.' This volume contains his papers, which according to the ODNB are 'diverting' and written in a 'casual and allusive style'.…

Scudamore, Frank Ives (1823-84). A.L.s. to Latimer Clark. N.p., May 12, 1873. 2pp. 186 x 115 mm. A few finger-marks. Provenance: Latimer Clark. Scudamore went to work for the British Post Office in 1841, and by 1856 had risen to the post of receiver and accountant general in that organization. In 1865 he wrote a report recommending that the British government assume control of Britain's telegraph lines, which were then privately owned and closely associated with various British railroad companies. During the next few years Scudamore played a crucial role in negotiations leading to the passage of two important parliamentary acts: the first of these, ratified in 1868, empowered the state to take over all the telegraph systems in the country, and the second, enacted in 1869, gave the British Post Office a monopoly over telegraphic communication. Scudamore's letter to Clark reads as follows: "I am very much obliged to you for sending me the enclosed votes but I am happy to tell you that my candidate was admitted at the last election.
