Taschenbuch. Zustand: Neu. Druck auf Anfrage Neuware - Printed after ordering - Seminar paper from the year 2009 in the subject Politics - International Politics - Topic: European Union, grade: 1,7, Hertie School of Governance (Master of Public Policy), language: English, abstract: 1.Introduction'Latin America is absent from the European agenda, except when a summit between the two regions comes around and Europe cannot show up empty-handed.' This statement from the Spanish Elcano Royal Institute can be underlined by trade figures. 2008 only one Latin American country (Brazil) was among the 20 most important EU trading partners. The EU's economic relations with countries like Vietnam, Kazakhstan or Angola are more substantial than with Venezuela, Colombia or Peru. While economic importance of Latin America and the Caribbean (LAC) for the EU is small and even declining , relations are far more vital for the other side. In 2007, the EU was the second largest trading partner for the region and provided most foreign direct investments and official development assistance. Nonetheless, with only 4% of EU development aid, the region receives least in global comparison. From a LAC viewpoint, the relations have fallen short of expectations considering the strong historic and cultural ties and the hope created by the launch of a new strategy in the mid-90s promising greater access to the European market. Since 1999 five EU-LAC summits have been held declaring an interregional approach and the vision of a Bi-regional Strategic Partnership but no significant progress has been achieved. In May 2010 another summit will take place, this time under Spanish Presidency, and skepticism exists whether great advancement can be reached. The paper will outline today's EU-LAC relations and give an outlook for the future. A changed global scenario requires a new approach towards LAC which needs to consider the shortcomings in internal integration as well as the differences in development within the region. A pure focus on bilateral agreements will not be a sustainable solution. Moreover, trade centered negotiations with LAC countries do not acknowledge the growing political influence of the region. Thus, political dialogue and social issues should play a stronger role in interregional relations. …

Taschenbuch. Zustand: Neu. Druck auf Anfrage Neuware - Printed after ordering - Seminar paper from the year 2009 in the subject Politics - International Politics - Topic: Public International Law and Human Rights, grade: 1,7, , language: English, abstract: How can indigenous property rights be guaranteed in today's societies In many countries with a large indigenous population this is an ongoing political struggle at the center of which stands the question how to balance traditional indigenous land rights and modern private property rights. The UN Declaration on the Rights of Indigenous Peoples was initially not signed by Canada, USA, New Zealand and Australia. The countries argued inter alia that the article on indigenous land rights could not be brought in accord with their domestic legislation and the private property rights they have to protect. In international law no common standard for indigenous land rights exists and individual countries have found different approaches in their domestic legislations often subordinating indigenous rights or restricting them on various grounds. Frequently, indigenous collective claims are weakened because legislation only recognizes individual rights to property as legitimate. The Inter-American Court of Human Rights (IACtHR) has evolved a firm protector of indigenous land rights. In its landmark decisions Mayagna (Sumo) Awas Tingni Community vs. Nicaragua (2001), Moiwana Community vs. Suriname (2005), Yakye Axa vs. Paraguay (2005), Sawhoyamaxa vs. Paraguay (2006) and Pueblo Saramaka vs. Suriname (2007) it has underlined that traditional collective land rights fall under the protection of property in the American Convention on Human Rights (ACHR) and are thus equivalent to individual private property rights. This paper will look at the role of the IACtHR in the protection of indigenous land rights in Latin America and will discuss how it confronts the balancing problem between the two forms of property rights. Thereby, it is argued that especially because the challenge stays unresolved in many Latin American countries, the implementation of the progressive decisions of the IACtHR is frequently delayed.…

Druck auf Anfrage Neuware - Printed after ordering - Seminar paper from the year 2008 in the subject Business economics - Economic Policy, grade: 2,0, Hertie School of Governance (Master of Public Policy), course: States and Markets, language: English, abstract: The Brazilian Biodiesel Program (PNBP) is set out to reduce poverty in the underdevelopedNorthern regions of the country. It encourages family agriculture from plants such as castorand palm which are not suitable for plantation farming through government subsidies andlow interest credits. The PNBP would have the potentials to reach its goals, if its design andits administration were not half-hearted and the program prone to be sacrificed to theinterests of the over-powering soy lobby. Without a more genuine dedication to its socialfocus, the PNBP is set out to end as a reprint of the highly subsidized ethanol programbenefiting car-owners instead of the rural poor.…

Taschenbuch. Zustand: Neu. Druck auf Anfrage Neuware - Printed after ordering - Seminar paper from the year 2010 in the subject Politics - Political Theory and the History of Ideas Journal, grade: 1,7, Hertie School of Governance, language: English, abstract: The welfare regime typology of the Danish sociologist Gøesta Esping-Andersen has become a modern social science classic and is widely used as a theoretical foundation for all kinds of research projects. However, his three-folded model differentiating regimes on the basis of welfare provision has also been challenged. Many studies have criticized Esping-Andersen for his non-acknowledgement of a Southern welfare regime including Greece, Spain, Portugal and Italy (.). Historic circumstances have produced fragmented welfare states which provide partly extensive state-led services, e.g. in health care, but have very limited benefits in other areas. The question remains whether 'the peculiarities of these cases are variations within a distinct overall logic [or] a wholly different logic per se', as Esping-Andersen (1999, p.90) has formulated it.Claire Bamba (2005) has challenged Esping-Andersen's welfare regime typology focusing on health care and identified two additional subcategories. Bamba argued that health care provision is a very distinguished feature of the welfare state and countries may follow a different logic in their health care services than they pursue in other branches of their welfare states (.).This paper argues that Southern countries can be included in Esping-Andersen's typology when looking at welfare areas independently and thus do not form an independent regime. The only clear difference they show is that their health care services and other areas of welfare state support follow different logics, which is also true for other countries such as the United Kingdom. Moreover, following Katrougalos (1996) it is argued that the distinctive features of Southern countries are based on the incompleteness of the development of their welfare states which have undergone considerable transformations in the last 30 years. The paper is structured as follows: Adjoining this introduction, the second chapter outlines Esping-Andersen's welfare typology, summarizes the most prominent criticisms and portraits the state of research on the Southern regime type. The third chapter gives overviews of the health care systems in Southern countries and compares them to see whether they really form a new welfare regime. The fourth chapter outlines Claire Bamba's decommodification index for health care and compares it to data from Southern countries while chapter five summarizes the findings and draws up a conclusion.…

Taschenbuch. Zustand: Neu. Druck auf Anfrage Neuware - Printed after ordering - Seminar paper from the year 2008 in the subject Politics - Region: Africa, grade: 1,3, Hertie School of Governance (Master of Public Policy), course: Governance in Areas of Limited Statehood, language: English, abstract: (.) While Western economists and politicians discuss whether more or less migration benefits their countries, the other side of the medal, namely the impact of massive labour outflows on sending communities, is seldom devoted much attention (.). Every migrant that leaves an African country for another or for a destination off the continent takes valuable labour and economic potential away fromthe sending community. This questions in how far vulnerable states will invest in education and youth employment when they see the return on their investments wander to new shores. Moreover, traditional ways of life are questioned when a great part of the young population departs and leaves the less mobile to care for themselves. Failing and failed states are today to a great extent kept alive by remittances from migrants abroad. On the one hand, this might be the only way that people who stayed can survive in a war-torn economy but on the other hand it might also ease the population's deception with dictatorships and incapable political leaders and therefore impede necessary social uproar. (.).Many of these specifics impacts of the African migration flows on the sendingn communities will be illuminated in the following (.). Various theoretical approaches will be compared to outline the inherently different approximations towards migration by neoclassical economics compared with the critical dependency theory to find feasible policy recommendations (.) This paper follows the assumption that migration has overall positive effects and benefits for developed countries as well as some developing economies. The crucial point is nonetheless the fact that these benefits are not equally allocated. Positive effects on areas of limited statehood have to be questioned to a great extent as functioning institutions are lacking which inhibit diaspora investments in national development (.) Policy recommendations should not be focused on impeding migrants to work or educate themselves abroad but should concentrate on easing the return of citizens to support the development of the sending communities e.g. through easer passage within African regions. Moreover, foreign aid has to be channelled in a way that it benefits institution building , creates investment opportunities, promotes return migration and generates employment possibilities to lower migration push factors. …
