Ronald Scheman was a specialist in international trade, development and finance who from 2000 to 2004 was director general of the Inter-American Agency for Cooperation and Development. For more than four decades, Mr. Scheman worked in the public and private sectors on issues relating to international economic development and cooperation. He was the U.S. executive director of the Inter-American Development Bank, a legal consultant and adviser on international financial matters to U.S. businesses and Latin American governments, and an organizer of Latin American studies programs among Washington area universities. Lloyd Ronald Scheman was born in Brooklyn. He graduated from Dartmouth College in 1953 and from Yale Law School in 1956. He began his legal career in Brazil. After coming to Washington in 1962, he did legal work for the Organization of American States and helped found the Pan American Development Foundation, where his work included providing financial assistance to low-income communities. He was the author of several books, including "Greater America," published in 2003. Can democracy develop in Latin America without United States assistance? Why should the United States care?
