This was issued ahead of US Space Shuttle Discovery Mission 51-G (17-24 June 1985) commanded by Daniel Brandenstein to launch 3 communications satellites (Morelos-1, Arabsat 1-B, and Telstar 303), initiate the Spartan 101 Programme (a deployable and retrievable research tool), and conduct in-cabin experiments. The content focuses on Arabsat, and Saudi involvement. The Arab League formed the Arab Satellite Communications Organisation (Arabsat) in 1976 to deliver satellite-based communications to its members. It was headquartered in Riyadh with Saudi Arabia its largest shareholder. The launch of Arabsat 1-B took place 4 months after the launch of its first satellite 1-A aboard an Ariane rocket. Prince Sultan bin Salman bin Abdul Aziz Al-Saud was engaged as one of two Payload Specialists to perform experimental and observational tasks. His reserve was Major Abdul Mohsen Hamad Al-Bassam also of the Royal Saudi Air Force. The tasks included earth and lunar crescent observations, and phase separation, ionised gas, and French Posture experiments. These were primarily designed by the Arabsat Scientific Experiments Scientific Team at the University of Petroleum and Minerals (UPM) in Dhahran led by Dr Abdullah Dabbagh, and including Prince Turki bin Saud bin Mohammed Al-Saud among its members.
