He served as the Secretary of War between 1891 and 1893. He served in the Congress as a Delegate from the Territory of New Mexico and was involved in the largest land speculation in US history to date in New Mexico. He later moved to West Virginia and became Senator. Davis and Elkins College has his name. He was anot in the House at the time of the writing of this letter.…
