The core activities are research, method and technology development, as well as studies for the use of defence and security. He has many years of experience studying Russia and Eastern Europe, in particular Ukraine, Belarus, Moldova, and the countries in the South Caucasus (Armenia, Azerbaijan, and Georgia). Jakob has a master's degree in Slavic languages and political science with a focus on Eastern Europe from Uppsala University. He has previously also worked at the Ministry of Foreign Affairs based at the embassy in Kyiv. Robert L. Larsson specializes in energy and security policy of Russia and the Caucaus. In 2006 and 2007, Russia staged a trade boycott against Georgia and Moldova, engaged in the âstatue crisis' in Estonia, which was followed by a cyber attack, and took a sharp policy line in the oil and gas negotiations with Belarus. These actions went against Russia's ambition to join the World Trade Organization (WTO) and annoyed the European Union (EU). These incidents indicate that Russia has a clear ambition of maximizing its influence within the former Soviet Union area by using its foreign policy levers. The aim of this report has therefore been to identify Russia's foreign policy levers, analyze how they have been used and assess how strong they are in the context of the former Soviet Union. This has been done by assessing five clusters of levers, namely political, human-based, energy, economic and military ones. In doing this, a pattern of how Russia uses its levers emerges. The main conclusion of the report is that Russia has used a rather high level of coercion toward those states that are dependent on Russia and states that obstruct Russia's policy. Russia uses all available levers in order to reach overarching goals even if these result in severe backlashes. Russian Leverage on the CIS and the Baltic States Russia's foreign policy levers have drawn attention over the last few years. The study finally concludes that this pattern has future consequences for Europe.

Jan Tore Ivarsson Lejonhielm, born 21 October 1944, is a Swedish civil servant. He studied Russian as part of his conscription training at Uppland's signal regiment in Uppsala] and trained in, among other things, Oriental studies at Stockholm University. He has worked with the analysis of the Soviet Union's financial resources at the Eastern Economic Agency. He has also worked at the military intelligence and security service, MUST, and as project manager for Russia research at the Total Defense Research Institute, FOI. The Swedish Defence Research Agency (Swedish: Totalförsvarets forskningsinstitut, FOI; literal translation: Total Defence Research Institute) is a government agency in Sweden for total defence research and development. FOI has its headquarters in Kista (Stockholm). Other FOI offices or research centres are located in Grindsjön, Linköping, and Umeå. FOI was created in 2001 by combining the Swedish National Defence Research Institute (FOA) with the National Aeronautical Research Institute (FFA). The first of these agencies, FFA, had been created in 1940 in Bromma, Stockholm as a governmental research institute for the Swedish aviation industry, large parts of which were devoted to military aircraft. The second, FOA, had been created in 1945 from three existing organizations: The Swedish Armed Forces Chemical Institute (Försvarsväsendets kemiska anstalt, FKA), a government agency created in 1937 and located in Ursvik, Sundbyberg Municipality. FKA had predecessors in chemical warfare and chemical warfare protection activities conducted at Lund university from 1926 and Uppsala university from 1928; the Military Physics Institute (Militärfysiska institutet, MFI), a collaboration organization between the Swedish universities' physics departments started in 1941 as an initiative to put modern physical knowledge at the disposal of Sweden's defence during World War II; and a section of the Swedish Board of Inventions (Statens uppfinnarnämnd, SUN) concerned with radar experiments, created in 1942. Soon after FOA's creation in 1945, the organization was tasked with investigating the novel invention of nuclear weapons. This included protection activities and investigations, but also preparations for a possible Swedish nuclear weapon program. In the 1950s and 1960s, nuclear research constituted a considerable part of FOA's activities. After Sweden signed the Nuclear Non-Proliferation Treaty in 1968, the remaining nuclear development activities were dismantled, and only protection research remained in the nuclear area. Initially, all FOA activities were located in the Stockholm region, but in the 1970s some parts were relocated to Karlstad, Linköping, and Umeå. In 2005, several of FOI's activities in the Stockholm region were consolidated at a common location in Kista. When FOI was created in 2001 from FOA and FFA, the number of employees stood at around 1,300. In the early 2000s, activities at FOI were scaled back as a cost-saving measure.
