Frontispiece portrait opposite title page. Newspaper clippings affixed to front pastedown endpaper. Light rubbing to tips and spine. Issued without dust jacket. Signed on the front free endpaper: "To Julian Street, in warm remembrance of Oglethorpe days from his friend, Henry T. Allen. Washington, D.C. Nov. 30th, 1923." Additional three-page letter from Allen to Street, with references to George C. Marshall and General Frank Parker. A unique association copy. Major General Henry T. Allen (1859-1930) commanded the 90th Infantry Division during World War I. At the conclusion of the war, he was appointed commander of the American Forces in Germany. Earlier in life, he received national acclaim for his exploration of the Copper River in Alaska (1885), along with the Tanana and Koyukuk rivers, traversing over 1,500 miles through unexplored terrain. His expedition has been compared to Lewis and Clark in its scope. Allen died in 1930 and was buried in Arlington National Cemetery. The recipient of this book, Julian Leonard Street (1878-1947), was an American writer and reporter for the New York Mail and Express. Signed.

The Interallied Rhineland High Commission was a civil body formed after World War I to govern occupied Germany on the Rhineland. During the summer of 1921, representatives of the American Chamber of Commerce had visited the Commission in Coblenz to voice their concerns about the lack of a European market for American exports - both agricultural and industrial. Following that visit, Stone writes this lengthy, and confidential analysis to Boston merchant Filene, outlining America's goals, the goals of the various members of the Commission, and the divergence of national interests amongst the allies. In particular, the policy of the French being to ensure its security against any future German aggression; the policy of the US, Stone reassures the Chamber of Commerce, being one of opening markets. Stone writes, prophetically: "The relations between France and Germany are the key to the situation in Europe at the present time.". Some wear at edges, slight soiling, old pinholes; overall, quite good.
