In September 2015, member countries of the United Nations came together to adopt Agenda 2030 with seventeen Sustainable Development Goals and 169 Indicators. This is the most comprehensive and ambitious global development agenda in the history of humanity. Importance of local governments in achieving these goals has been recognized by the United Nations and also by local government associations. In India, approximately 68 per cent of population lives in rural areas and any effort to localize SDGs brings Gram Panchayats, village level local governments, in focus. Now the COVID-19 cases are increasingly getting reported from semi-urban and rural areas which are particularly vulnerable due to inadequate health services and lack of media attention. During the lockdown agricultural operations closed due to lack of labour, inputs, transportation and off take of produces leading to loss of income among farmers.
