In order to take decisions in an equitable, sustainable, and ethical fashion, water resource management does in fact call for extensive knowledge of the complex relationships between citizens and their water system. Die Abteilung flir Angewandte System analyse (AFAS) des Kernforschungszentrums Karlsruhe beteiligte sich an dieser Ausschrei bung und wurde im Jahre 1981 mit der Durchflihrung der Studie beauftragt. Ftir die AFAS lag, neben dem Interesse an der inhaltlichen Thematik, der be son dere Reiz dieses Projektes in der Chance, erstmals in Deutschland eine groBere Untersuchung entsprechend dem Konzept der Technikfolgenabschatzung durchflih ren zu konnen. Zwar findet seit Jahren eine Diskussion tiber das Technology-As sessment (TA)-Konzept und seine Institutionalisierung im wissenschaftlichen und politischen Bereich statt; es fehlt aber weitgehend noch an einer praktischen De monstration der Moglichkeiten und Grenzen dieser Analysekonzeption, sieht man von einigen Studien ab. die man nur im weiteren Sinne als Technikfolgenabschat zung einordnen kann.
