According to a biographical note concluding this essay, "From 1861 to 1864 Mr. Procter was on a special mission to the Indian Territory, a work demanding courage and discretion of a high order, and which was especially appreciated by Secretary John P. Usher of Lincoln's cabinet." (He later also attended the Republican conventions in 1912 and 1916.) Accompanied by an Autograph Note Signed from Procter, 1p, 8" X 10", St. Joseph, Michigan, n.y. [1922 postal cancellation] August 21. Addressed to "My Dear Mr. Hambrecht" ( George P. Hambrecht, 1871-1943, noted Lincoln collector and founder of the Lincoln Fellowship of Wisconsin). Near fine.
