The doctrine was conceived to meet major concerns of the moment, but it soon became a watchword of U.S. policy in the Western Hemisphere. The Monroe Doctrine was invoked in 1865 when the U.S. government exerted diplomatic and military pressure in support of the Mexican President Benito Juárez. This support enabled Juárez to lead a successful revolt against the Emperor Maximilian, who had been placed on the throne by the French government. Almost 40 years later, in 1904, European creditors of a number of Latin American countries threatened armed intervention to collect debts. This document is a report on the observations of a group invited by the Committee of Structural Steel Producers of American Iron and Steel Institute organized to study the structural failures and damage caused by the Agadir Earthquake. The report was prepared and edited by Professor R. W. Clough. The report is two-fold in nature. The first three chapters described the Agadir shock and the resulting damage. Chapter Four contains an explanation of the dynamic characteristics of earthquakes in general and the development of seismic design procedures in the United States in recent years. Chapter Five summarizes the principal findings o the inspection team with respced to the Agadir earthquake. The two appendices to the report contain supplementary information of value in a study of the Agadir earthquake in particular and in consideration of seismic forces in the design of buildings at the present time. The 1960 Agadir earthquake occurred on 29 February at 23:40:18 Western European Time near the city of Agadir, located in western Morocco on the shore of the Atlantic Ocean. Despite the earthquake's moderate Mw scale magnitude of 5.8, its relatively shallow depth (9.3 miles) resulted in strong surface shaking, with a maximum perceived intensity of X (Extreme) on the Mercalli intensity scale. Between 12,000 and 15,000 people (about a third of the city's population of the time) were killed and another 12,000 injured with at least 35,000 people left homeless, making it the most destructive and deadliest earthquake in Moroccan history. Particularly hard hit were Founty, the Kasbah, Yachech/Ihchach and the Talborjt area. The earthquake's shallow focus, close proximity to the port city of Agadir, and unsatisfactory construction methods were all reasons declared by earthquake engineers and seismologists as to why it was so destructive. Ray William Clough, (July 23, 1920 October 8, 2016), was Byron L. and Elvira E. Nishkian Professor of structural engineering in the department of civil engineering at the University of California, Berkeley and one of the founders of the finite element method (FEM). His 1956 article was one of the first applications of this computational method. He coined the term "finite elements" in an article in 1960. Clough made contributions in the field of earthquake engineering, in particular with the development and application of a mathematical method, finite element analysis, which has applications in numerical modeling of the physical world. Dr. Clough extended the method to enable dynamic analysis of complex structures and co-authored, with Joseph Penzien, a text on structural dynamics. As of 2025, the second edition (revised) of this text is still in print and widely used. A series of papers that appeared in the 1960s and 1970s presented new and accurate methods utilizing the finite element concept for earthquake analysis of earth dams and concrete dams. This booklet has been prepared as a source of sketch information concerning some of the participants in the Sioux Expedition of 1876 and the Little Bighorn River fight. Names are alphabetically indexed by last name except Indian names which are indexed alphabetically by firs name. For various reasons there were instances of names recorded incorrectly in official records in the National Archives and in unofficial records. Study has been given to fining the correct name but, in some instances, this has been impossible to determine with certainty. It is needless to say that this first effort is not exhaustive. Brief biographical information in included on nearly 150 individuals. Some are only a few lines. The entries for Custer, Reno, Benteen and some others are, of course, fuller. Edward S. Luce was the Custer Battlefield Park Superintendent January 6, 1941 to May 1, 1956. Major Edward S. Luce was an actual veteran of the 7th Cavalry having served from 1907 to 1910, Company B. Prior to arriving at the Custer Battlefield Luce spent several months in training at the Arlington National Cemetery and in 1941 he became the first National Park Superintendent. Perhaps no other superintendent was more qualified for the job than Edward Luce who had a deep interest in the battle. Luce's passion for the Custer fight earned him the reputation as an authority on the battle and in 1938 he published, Keogh, Comanche and Custer. The Battle of the Little Bighorn, known to the Lakota and other Plains Indians as the Battle of the Greasy Grass and also commonly referred to as Custer's Last Stand, was an armed engagement between combined forces of the Lakota, Northern Cheyenne, and Arapaho tribes and the 7th Cavalry Regiment of the United States Army. The battle, which resulted in the defeat of U.S. forces, was the most significant action of the Great Sioux War of 1876. It took place on June 25-26, 1876, along the Little Bighorn River in the Crow Indian Reservation in southeastern Montana Territory. The fight was an overwhelming victory for the Lakota, Northern Cheyenne, and Arapaho, who were led by several major war leaders, including Crazy Horse and Chief Gall, and had been inspired by the visions of Sitting Bull (T at á ka Íyotake). The U.S. 7th Cavalry, a force of 700 men, suffered a major defeat while commanded by Lieutenant Colonel George Armstrong Custer (formerly a brevetted major general during the American Civil War). Five of the 7th Cavalry's twelve companies were annihilated and Custer was killed, as were two of his brothers, a nephew, and a brother-in-law. The total U.S. casualty count included 268 dead and 55 severely wounded (six died later from their wounds), including four Crow Indian scouts and at least two Arikara Indian scouts. Public response to the Great Sioux War varied in the immediate aftermath of the battle. Libbie Custer, Custer's widow, soon worked to burnish her husband's memory, and during the following decades Custer and his troops came to be considered iconic, even heroic, figures in American history.
