In this path-breaking book, authors Utsa Patnaik and Prabhat Patnaik argue that this is both historically false and logically untenable. An essentially money-using economy like capitalism is inconceivable unless placed with…in a pre-capitalist setting which it dominates and modifies for its own purposes. Colonialism created such a setting. Metropolitan capitalism transferred massive resources from colonie gratis fuelling industrial revolution, and later found external markets, thus avoiding domestic stagnation, by displacing craft producers in tropical colonies. The exhaustion of colonial markets was an important factor behind the Great Depression of the 1930s. The authors argue that post-war state intervention to boost demand now played the role of colonial markets; but metropolitan inability to extract resources from newly decolonized tropical colonies precipitated the inflationary crisis bringing the post-war boom to an end. Neoliberalism, replacing post-war dirigisme, keeps inflation in check by imposing income compression on third world populations; but it also prevents state intervention for expanding demand, thus engulfing world capitalism in a protracted crisis. Overcoming this crisis requires transcending the hegemony of globalized finance, which will be the first step towards a transcendence of capitalism itself.

They mainly concern issues of politics and ideology, and are informed by a perception that can be summarized as follows. A capitalist economy is a self-driv…en or, in the words of Oskar Lange, a 'spontaneous' system. State intervention in its functioning, driven by political compulsions, tends to make it dysfunctional. This necessitates further interventions, leading recursively to a transcendence of the system itself, or a progressive slide-back to the pre-intervention state. To say this is not to suggest that capitalism does not need the state. It does, not only for the maintenance of capitalist property relations and the 'rules of its game', and for providing it, through the acquisition of colonies and semi-colonies, with the external, precapitalist surroundings that are necessary for its functioning; but also for accelerating, through its intervention, its immanent tendencies. But state intervention that is contrary to its immanent tendencies is what makes capitalism dysfunctional, setting up a dialectics either of subversion of the logic of capital or of subservience to the logic of capital. It follows from this that all the shibboleths of capitalism, namely freedom, democracy and individual subjectivity, are actually unachievable under capitalism. They can be realized only if the spontaneity of the economic terrain is broken through a transcendence of the system and the coming into being of another system, socialism, where the nature of property relations is such that it gives people the ability to shape their economic lives through collective political intervention. The case for socialism, in short, arises precisely because capitalism is not a malleable but a spontaneous system.

In A Theory of Imperialism, Utsa Patnaik and Prabh…at Patnaik put forward a set of novel ideas on the origins and dynamics of capitalism that differ fundamentally from 'mainstream economics' and question the system's ongoing viability. Their theory centres on the trade between core European economies, and tropical and sub-tropical regions of the world. Tropical and sub-tropical agricultural products, and even oil, entail an 'increasing supply price' as more is produced, which necessitates a rise in such commodity prices as accumulation proceeds. If this is allowed to happen, then money and money denominated assets would cease to be a form of holding wealth, threatening the very foundations of capitalism. The system requires, therefore, that the prices of all such commodities are not allowed to rise as capital accumulates, and this is ensured by imposing a restriction on the demand for such commodities among the working people of the global south a phenomenon they call 'income deflation'. The value of money under capitalism, the Patnaiks argue, would collapse if such income deflation is not imposed, and the role of imperialism - whether in the period of direct colonialism or now - is to impose such income deflation. Obviating the pressure of 'increasing supply price' is possible through innovations such as 'land-augmenting' technologies that increase land yield; but these require state involvement in defending and promoting peasant agriculture, and petty production in general, against capitalist encroachment, which only a different kind of state, sustained by a workerpeasant alliance, can effect. The book includes a response to this theory from David Harvey, who interprets the agrarian system differently, and sees other factors complicating trade between the north and the south. A rejoinder from the Patnaiks follows. Their debate is one of the most provocative exchanges yet over the future of the global economy.
