The introduction states: "In view of the numerous applications from colored persons residing in Pennsylvania to be afforded the means of reaching Liberia, the Pennsylvania Colonization Society at their February meeting, resolved to appoint a committee to 'Visit Harrisburg during the session of the Legislature, to endeavor to procure an appropriation from that body to this Society'.".
