This important study, written during the First World War, was one of the first to propose a league of nations. Nippold, a German jurist who lived in Switzerland, argues that the First World War created a need for a radical reinterpretation of the law of war. Modern war cannot be given the character of a legal institution because it is really a negation of law. War is not an element of international law, he concludes; it is self-help on the part of the aggressor nation. In his International Law, C.G.
