The series was inspired by the Soviet propaganda magazine "USSR in Construction", which was published in Western languages during the Stalin era. The Japanese project was launched with the full cooperation of the Army and Navy, and issued in 15 languages in total. Issues No. 5-6, however, were only published in four languages. The quality of the magazine, in terms of layout, paper quality, and printing is extremely high. For propaganda purposes, some of the published photographic works use synthetic photography techniques such as photomontage to make it seem as if there are more weapons than in reality.
