The Chairman stated: ''Today we will hear about research efforts aimed at better identifying an exploded nuclear weapon's origin through forensic examination. This information would be critical in directing our reaction to a nuclear attack. More hopefully, it could help prevent an attack from ever happening. Potential state sponsors of nuclear terrorism might pause before sharing nuclear material and technology with terrorists if they knew this aid would be traced back to their capital. Not all would-be nuclear terrorists hold religious or apocalyptical beliefs that welcome death. Some might be less inclined to attack U.S targets if they knew that they would be held accountable, as were the Taliban, many who were killed in response to the 9/11 attacks." A terrorist nuclear attack on U.S. soil would likely take a devastating toll in lives and property, with unimaginable consequences for the American economy and way of life. Terrorists groups, primarily al Qaeda, but maybe others, are pursuing nuclear capabilities. 'It is hard to gauge the likelihood of terrorists accessing a nuclear weapon and delivering it against the United States. Some believe that building a crude nuclear weapon would be well within the technological reach of terrorists once they secured the necessary amount of fissile material. We do not have the luxury of assuming a high hurdle. The A.Q. Khan network is another wake-up call. Before this sophisticated network was exposed, key nuclear technology was transferred from Pakistan to Libya, Iran and elsewhere. Anyone with money could have acquired nuclear technology. Once secured, terrorists may try to smuggle a nuclear weapon into the U.S., using the routes by which contraband is routinely smuggled into our country.

In 2009, President Obama spotlighted nuclear territories as one of the top threats to international security, launching an international effort to identify, secure, and dispose of global stocks of weapons-usable nuclear materials namely highly enriched uranium and weapons-grade plutonium. Since that time, three nuclear security summits have been held, along with scores of studies and workshops (official and unofficial), drawing sustained high-level attention to the threat posed by these materials. However, little attention has been given to incidences where sensitive nuclear materials actually went missing. This volume seeks to correct this deficiency, examining incidences of material unaccounted (MUF) for arising from the U.S. and South African nuclear weapons programs, plutonium gone missing from Japanese and British civilian production facilities, and a theft of highly enriched uranium from a U.S. military contractor in the 1960s that was used to help fuel Israel's nuclear weapons program. This volume also questions the likelihood that International Atomic Energy Agency (IAEA) would be able to detect diversions of fissile materials, whether large or small, and the likelihood that a state could or would do anything were diversion detected. What emerges from this book is an assessment of how likely we are able to account for past MUF quantities or to be able to prevent future ones. This year's report covers a year that involved a number of exciting developments in the Initiatives for Proliferation Prevention (IPP) program. The program receives a significant vote of confidence for its commercialization focus, with for successful IPP projects attracting $56 million in private venture capital funds. These funds were in addition to the already substantial contribution from U.S. industry partners, who more than match U.S. government funding on each new IPP project. The IPP program also resumed operation in Kazakhstan and Ukraine, adding the scientific talent of these countries to the technology resource base now available to U.S. industry partners. The program's nonproliferation objectives are met with increasing success, as a growing number of former Soviet weapons scientists are engaged, both in the course of ongoing work as well as in the jobs that are being created by successfully completed IPP projects. Preventing the proliferation of weapons of mass destruction is a central part of US national security policy. A principal instrument of the Department of Energy`s (DOE`s) program for securing weapons of mass destruction technology and expertise and removing incentives for scientists, engineers and technicians in the newly independent states (NIS) of the former Soviet Union to go to rogue countries or assist terrorist groups is the Initiatives for Proliferation Prevention (IPP). IPP was initiated pursuant to the 1994 Foreign Operations Appropriations Act. IPP is a nonproliferation program with a commercialization strategy. IPP seeks to enhance US national security and to achieve nonproliferation objectives by engaging scientists, engineers and technicians from former NIS weapons institutes; redirecting their activities in cooperatively-developed, commercially viable non-weapons related projects. These projects lead to commercial and economic benefits for both the NIS and the US IPP projects are funded in Russian, Ukraine, Kazakhstan and Belarus.
