Other. Printed document, single sheet. In Very Good condition. Housed in a black wood frame. Frame shows moderate scuffing and wear along edges. Glass panes allow both sides of the document to be viewed; one side contains the text of the three laws printed in this broadside, while the other contains a blank contract between master and seamen, which would have been filled out and signed by a ship's owner and crew to ensure a voyage's legal status and the seamen's legal protections. The document itself shows light age toning and faint creasing, with darker toning and very small chips along the edges. A small section of one of the top corners has been torn away. The bottom corners show very faint tidemarks. "Cresent [sic] Form" written in contemporary black ink in the top margin on the contract side of the document. Shelved in Room J. . John Bioren was a significant printer in late 18th and early 19th century Philadelphia, best known for printing the first American edition of Shakespeare's works and for printing numerous editions of Federal and Pennsylvania state laws. An Act for the Government and Regulation of Seamen in the Merchant's Service was one of the first federal laws to require the establishment of contractual, legal relationships between merchant ship masters and their seamen. This law, and the following supplementary laws also printed on this document, served to define and protect the rights of sailors, balancing them against the rights of owners. In particular, the Act for the Relief and Protection of American Seamen, which required sailors to obtain "protection certificates" that served as proof of American citizenship, was significant for African American sailors, for whom these certificates served as an official recognition of citizenship and freedom. 1408953.
